Topic: The role of the Forensic Accountant in today’s Federal Bureau of Investigation

Details: We plan to cover the priorities and responsibilities of the FBI with a focus on complex financial crimes.  We will specifically discuss the duties of the Forensic Accountant and how the position and our work impacts investigations across all programs in the FBI. We will provide two case presentations to further highlight the Forensic Accountants contributions to the investigative team.

Learning Objectives:

  1. Gain a basic understanding of the investigative priorities and responsibilities of the FBI.
  2. Understand the duties, responsibilities and value the FBI Forensic Accountant adds to the investigative team
  3. Provide case examples detailing how Forensic Accountants calculate/mitigate loss



Lawrence Vigna is the Supervisory Forensic Accountant for the FBI Phoenix Division and manages employees in both the Phoenix and Tucson offices.  He possesses a Bachelor of Science (B.S.) in Accounting, a B.S. in Criminal Justice and is currently a Certified Fraud Examiner (CFE).  He began his FBI career in the FBI Tucson office in 1995 and transferred to the Phoenix office in 2000.  He has extensive experience in Counterterrorism and Domestic Terrorism investigations.  He also has experience in White Collar Crime investigations including mortgage fraud, public corruption, and securities fraud.

 

Kathryn McDonald is a Forensic Accountant at the FBI’s Phoenix Division and has been with the Bureau for eight years. Prior to joining the FBI, she was an audit manager for a regional public accounting firm. She possesses a Bachelor of Business Administration in Accounting and Masters of Accountancy, both from the University of New Mexico, and holds both the CPA and CFE designations. She has worked many different violations, including Securities, Healthcare, Public Corruption, Terrorism, Drugs, Gangs, Crimes Against Children, Espionage and Fraud Against the Government.

 

Dominick Margarella is a CPA, CFE, and has a Bachelors in Accountancy and MBA from Arizona State University.  In September 2009, he was hired as a Forensic Accountant by the FBI and started his career in the Tucson office.  After about a year and a half, Dominick transferred to the Phoenix office.  As a Forensic Accountant, he has worked a variety of violations, from Mortgage Fraud and Healthcare Fraud to Terrorism.  Additionally, he specifically assists with Indian Country Financial Crimes and serve as the Indian Gaming Coordinator.
